NIH (National Institutes of Health), Bethesda, Maryland
米NIHは、アメリカ合衆国の、そして世界の医学研究の中心拠点です。
創立は1800年代後半、現在は27の独立する研究所とセンターからでNIHは構成されています。
2004年度の年予算は約3兆円、研究規模がどれほど大きいか
そしてアメリカという国が、この分野にどれだけ力を入れているかがわかりますね。
NIH本部(NIH campus)はBethesdaというところにあり、ワシントンDCの中心からは
METROで数十分という近さです。
Campusの名をとるとおり、さながら大学構内に入ったかの印象を受けます。
911のテロがおきて以来、NIHのセキュリティもだいぶ強化されたみたいで、
僕は荷物＆IDチェックを受けました。
NIH内にはバイオテロ対策をしている研究室もあるようで、
そういう絡みもあるのかもしれません。
内部のPI(Principal Investigator)の方の一人が、このようなことを言っていました。
「テロがおきてからNIHの予算が、テロ対策にどんどんつぎこまれている。
本来の医学研究の予算がその分削られていくのは、少し許せないね」
と。
テロの原因の一部を作ってしまっているこの国、軍事的な話以外にも
このようなところで影響がでているのかと、考えさせられました。
そして、多くの研究者はこのことに納得がいっていないように思えました。
僕は3,4年前に、日本ではNIHにあたるのでしょうか･･･理研にお世話になったことがあります。
（当時の理研の大ボスは今では、理研の理事になってしまいました
＝研究室をたたんでしまいました）
なので、理研とNIHを比べながらいろいろ、見て回ることができました。
予算の違いからくるもの･･･
それは人材に使うお金が全然違うなぁ、というのがまず大きな印象でしょうか。
実験機材や試薬に関しては、確かにNIHのほうが新しいものもあります、
大きな実験施設も多いです。
ですが、研究等内部は日本の研究室とさほど変わりありませんし、
古い実験器具もいっぱいあります。活用しています。
特にテクニカルスタッフの量と質は、日本とは比べ物になりません。
かなりの技術を持ったスタッフがいますし、アニマルケアや
日々のルーチンワークはほとんどスタッフが行ってくれます。
P3のInsectaryも多くのスタッフに管理されていて、とても実験しやすそうでした。
またラボチーフには、優秀な秘書さんが必ずついています。
秘書さんが事務作業のほとんどをこなしてくれるので、チーフは自分の研究や
ラボの運営に集中できというわけです。
日本のラボチーフ、大学でいうと教授・助教授ということになると思いますが、
彼らにもこのような支援体制は絶対必要だと思います。
研究室を運営する教授・助教授は、教育者であり、研究者であり、更には大学の運営側の
人間であるわけです。
日本の教授・助教授は、事務作業が多すぎです。無駄な会議が多すぎです。
とても、研究できるような環境ではりませんよね。
それから、研究の方向性もやはり、かなり違うなという感想を持ちました。
理研は物理学・工学・化学などが強いですが、生命科学の分野ではまだまだ
劣る点が多いと思います。
（理研はサイクロトンを回すのに、年予算の大部分を使っていた時期も
ありましたしね。）
NIHにはCC(Clinical Center)がありますが、理研にはありませんよね。
NIHでは、ライフサイエンスの先端研究で得られた知見を基に、ヒトの臨床試験を
行えるようになっており、これは日本では考えられないことです。
日本の場合は、製薬会社主導の製薬・販売を目指した
治験ばかりですが、米国では、先端研究のための治験が行えるようになっています。
残念ながら日本では、動物実験のみが許可されており、
ヒトの生体内でどのような現象がおきているのかというところまでは、なかなか追えません。
ポストゲノム時代を日本もリードしていきたいと思うのであれば、
理研にもCCを作るべきだと僕は思います。制度上にもいろいろ変化がなければだめなのですが。
またNIHには4年に一度、外部機関によるレビューがあります。
理研や日本の大学の研究室にもこのような制度は必要なのではないでしょうか。
予算がどのような使われ方をしたのか、その結果どのような新規データが得られたのか
外部に対してきちんと説明できるようにすべきだと思います。
研究室は、助教授・教授の独壇場であり、
彼らの独裁運営になってしまうことも少なくありません。
僕も実際いろんな研究室で、ひどい現状をみてきていますし、
なんとか改善する方法を、外部からの仕組みとして作っていって欲しいと思います。
一度、その職につくと65才の定年までその地位が保障されているということも
日本の研究者を育てる上で、足かせになっていると思います。
若い研究者にも機会を与える、またその一方でやる気・実力ともにある年配の研究者にも
きちんと機会を与える制度を作るべきですよね。
55歳くらいで、一度教授陣は役職定年し、その後はそれぞれの現状を考慮した上で
再分配するという方法が一番現実的だと思います。
ただ、既得利益からしがみついて離れない人たちが大学内にも大勢いることを
知っているので、改革は非常に難しいことも理解しているのですが。
また、科研費などのグラントの分配にも理研は絡んでくるともっとよいのでは
ないかと思います。
米国の場合、グラントの分配はNIHがその役割を成していますが、
日本の場合は文部科学省です。
文科省の方々も、相当勉強してバックグランドを知っているとは思うのですが、
その道で研究をしている人たちには到底及ばないはずです。
また予算の使い道も、もっと幅を広げて許可するべきだと思いますね。
日本で研究をしている人のなかには、
英語の文章がうまくかけないから、自分の研究結果がいい科学雑誌に載らないと
言っている人もいますが、これは違いますよね。
研究の評価＝英作文の評価 ではないのですから、当たり前です。
ですが、迅速に英語論文を仕上げることができないがゆえに、データがお蔵入りに
なってしまったり、他に先を越されてしまったりということが少なからずあります。
この点に関しても、大学や研究機関は気を使うべきではないでしょうか。
専門部門を一つつくって、科学論文が書けるネイティブの人間を雇い、
集合的にそこで、論文作製・添削のシステムを作る。そんなに難しいことじゃないと
思います。
論文は小説ではないですから、事実がつらつらと並べられればOKなはずです。
（でも、それを頭でわかっていてもなかなか英語論文を外に出していけない
先生も多くいますよね、残念なことです。）
またNIHの人が、韓国人と日本人は他の国籍の人間に比べて
圧倒的に英会話ができないという話を聞きました。
恥ずかしいかぎりですが、これも日本の教育や、英語という教科の指導に
偏りがあるのだと思います。
NIHにいって、本当に多くのことを考えさせられました。
上記には、あたかもNIHや海外の研究所がすばらしくて、日本の研究所は
だめみたいに書いてありますが、そんなことはないと思います。
特に、日本の研究機関で誇れるところといえば、
研究室内の協力体制にあると思います。（いや、協調体制とでもいいましょうか）
NIHには、海外から優秀な人間が集まってきますが、その分、協調的な部分では
うまくいっていないところがあるように見受けられました。
悪く言えば横並び意識、よく言えば協調体制。
でも大事なサンプルを扱ったり、操作が難しい試薬や機器を扱う上（特に共同で扱うときには）では
とても重要なスキルだと思います。
自分はこれから企業に入って、商品の研究開発をするので
これまでのような基礎研究機関に出入りすることはほとんどなくなると思います。
4年間は本当にいろいろ考えさせられることが多い
期間でありました。
そして、その最後にNIHを見られたのは本当によかったと思っています。
